UN Security Council Endorses the US Gaza Strip Peace Plan

A Security Council has voted to endorse measures presented by Donald Trump for achieving a lasting peace in the Gaza Strip, including the deployment of an international stabilisation force and a potential avenue to a Palestinian statehood.

Widespread Backing with Notable Absent Votes

The resolution was adopted by a vote of thirteen supporting, with both China and Russia abstaining. The US envoy Mike Waltz addressed the international body that it set “a fresh direction in the Middle East for both sides and all the people of the area alike”.

Compromise Language on Palestinian Statehood

Addition of mentions to an independent Palestine was the concession the US offered for endorsement from the Arab states, who are likely to contribute peacekeepers for the global force.

“Interim measures that we start today must be executed in accordance with international law and honoring Palestinian sovereignty,” James Kariuki affirmed.

Israeli Objection Remains

However, on the eve of the resolution approval, leader Benjamin Netanyahu reiterated his government’s firm resistance to the formation of a sovereign Palestine, raising questions on whether Tel Aviv will accept the execution of the internationally endorsed measures.

Vague Phrasing and Requirements

The reference to Palestinian statehood was a balanced insertion to an original American proposal which did not mention it. But the language is ambiguous and contingent, stating only that once the Palestinian Authority has undergone changes and the restoration of the strip is advancing, “the circumstances may eventually be in place for a credible pathway to Palestinian independence and nationhood.”

Global Reaction

The language did not meet of the definite pledge to the building of a sovereign Palestine alongside Israel desired by Muslim nations, as well as EU representatives, but in addresses to the chamber after the decision, representatives from those states said they were willing to endorse the settlement in the benefit of extending the present ceasefire and prompt actions to provide for and safeguard the millions of Palestinian people in Gaza.

It also calls for the creation of a specialized Palestinian group that is expected to manage day-to-day governance of the territory and the delivery of services, but it is quite ambiguous who would be involved.

Security Force Mission

The mandate of the international stabilisation force authorizes it to neutralize and disband armed groups in Gaza, but it is quite ambiguous that would-be troop contributors would agree to attempt to confront such organizations. No country has to date committed itself to contributing forces.

Furthermore the requirements for modification of Palestinian leadership, the requirement towards moves to a sovereign Palestinian, have been unclear.

European diplomats said they viewed it as pressing that the names of the Palestinian technocratic committee to provide utilities was determined as quickly as possible.
